Case Study: USDA Rural Utilities Service
Customer: |
U.S. Department of Agriculture (USDA) Rural Utilities Service (RUS) (Grant Thornton prime contractor) |
Goal: |
Architect and design Oracle-based Community Utilities Business System (CUBS)
Application: |
The Rural Utilities Service, USDA, is the Federal agency responsible for providing loans and grants to finance electric energy, telecommunications, and community programs in rural America. CUBS has six primary business areas: Borrower Maintenance, Loan Application Processing, Loan Servicing, Accounting Classification/ Program Maintenance, Performance Measurement, and Staff Review Reporting
Challenges: |
Variety of stove-piped legacy systems, lack of fully documented requirements, lack of prior formal lifecycle technical and management methodologies used, redundant data storage concepts
FTI's Approach: |
- Develop complete CUBS Systems Requirement Specification (SRS) document, which served as the management and technical workplan for the entire project development cycle
- Highly-structured SRS outlined the project scope, defined project standards for systems development, user interface and functional requirements definition, and specified other project management procedures and controls. Document also defined standards and procedures for all project software testing, training, and configuration management activities
- Designed and built complete process models for the Loan Application Processing and Approval modules.
- Designed, built, and maintained a Microsoft Access database that tracked the mapping of existing system attributes to new system attributes, and an MS-Access database to manage overall system requirements.
